E. B.BUKa, Ad ar, BUFFALGE & COOKE Dec. 20th, 1850. 13 . Mr. Speaker: I arise to define ro pfc aition upon this suoiccr. knd must franklv 08 (confess, that I am not in favor of any of ihd he bill reported by the Cbrnmittee nti th6 ' Constitution, the bill of the gentleman frota Hertford, calling for a Convention restricted o the sole question of Free SufTr&ge, riot he amendment ofiereu by the gent!emah rom Davidson, calling for in open unfe stricled Convention. : The Constitution under which tire hav6 solong lived, was formed at Halifax, in lTtd, ; by our venerated lathers, immediately after we nau mrowii on our aiieittance 16 thu mother country, under all the agitating cif cuinstances of a civil war -i might siy a). most atmasi me roar oi cannon and ail thin pomp and circumstance oi war and if 1 am correctly informed, from the Journals of that day, tt was drawn up in the short space of one week ; and they adopted in their hasto and confusion, not only the Old Engliih sva tem ol bounty and liorougli representation, without regard to population, but even pre served the very names and charters ; and I have too much respect and veneration for ' the patriotism, and wisdom of that body of men, to think that they intended it should bo perpetual. At that time, there were but three Counties in the west. Our territory extended to the Mississippi river, and little did they then think, that we would have io give away a large portion of that territory to get rid of it. j I hold tiiat government is i progressive science, and a government wall adanted to the wants and necessities of one age, might prove equally as deleterious and destructive to the people of another. I think not oat past history, but even the history of our owo State, will bear tne out in this conclusion. For as soon as: the western portion of our State became settled, sectional prejudice! sprang up between the East and the West. 1 he old system of sending two Commoner! and one oenator fromeacli County, and one CoimmmrdVornevryboro without re gardTbpopuIation or taxation, was thought, and very justly so to be very grievous and unjust to the west; and they loudly ex claimed against the s item, that the smallest County in the east should be entitled to the same. number of Representatives as the meat populous and wealthy County of the west And so high did sectional prejudice run, that it stifled anything like wholesome leg islation, calculated to promote and foster tho best interests of our common State; and this is the main cause why we are so far be hind our sister States in the great physical progress of the age. To alJay tli.i bitter" sectional animosity, a restricted Convention was called, and a Constitution was formed in 1835, upon the principle of representa tion according to Federal Basis in the Com mons, And a Iree-hold qualification in the Senate. Under this amended Constitution, the interests of j all parts were harmonized, and the people I lived ery contentedly, until some time in the year 1648, when a certain political party in this State, having been out of office for. several years,' and being very desirous of getting hold of the reins again, (a well known trait in their character,) dress ed up a political hobby-horse called Fres Suffrage, and j mounted their rider on bisj back with strict instructions from the politi cal veterans of the race-course, to whip and spur and spare; not the pony, but win the Gnbernatorial crown, if he could. So, off started the rider at a full gallop, and away he went around the State- frorar the rait marshes of the broad Atlantic, to the mountains of the west; and behold, in coming out on the Iast quarter stretch, Free Suffrage way, to the u tier astonihrrnt of the knowing ones, nose and tail with the old Whig steed," and was only beaten by ' a few inches. LTheknowing ones of ths po litical race-course come around and examine their horse, have him blanketed and rubbed ' down, and tell their gn omt to take fjocd care of bim, he will do to run another nissw Sure enough, i in 1850, af ihe ntxrtiz little Free Suffrage caim? in, heidihzzSKp hand, several yard ahead of the old bc;- '; amidst, the-shouts of his friends. ; . . ; Yes, Mr. Speaker tbe"Dernocratrcr pztty have rode into power by making- a ;fciJt.fcsH of the Constitution ; they have excited public appetite that a change of their fun damental i law was necasniry.
